Gravatar Image1 - I wonder if Microsoft would require people to call a US-phone number or would use build-in audio features of the software for broadcasting a live webcast.

Microsoft Office LiveMeeting (the solution for webcasting I assume you are referring to) requires no US (or other) phonenumber. For bradcasting audio, you can use build in one way VOIP audio.
